Seismic waves alerted the world to North Korea's third test of a nuclear device Tuesday morning. It's one more reminder that Pyongyang is closing in on its goal of deploying nuclear-tipped missiles capable of hitting the U.S. and Japan. If the West wants to prevent that from happening, it's time for fresh thinking and tougher measures.
Experts disagree on Pyongyang's progress, and as always there's little reliable information. But if trace amounts of radioactivity escaped into the atmosphere Tuesday, the U.S. and its allies may be able to confirm suspicions that this bomb was made with enriched uranium.
